I agree, some TV can be good. It's when it steals time from their playing and socializing, that's when it becomes bad. When too much, they become zombies with eyes glued at the TV, which paves the way for them to be couch potatoes when they grow up.
We don't have Mustard Pancakes here in Canada. We have Treehouse TV, full of great shows that kids love and teach positve values like Bernstein Bear, Elmo's World, and of course Dora (although my personal favorite is Wonderpets!) It's on 24 hours too (go figure).
The trick is to make sure they spend just enough time...
